Default Altered Energy Costs

I'm curious as to how effects that alter the energy costs of skills - Quickening Zephyr, Energizing Wind, energy glyphs - interact with other effects that are proportional to energy costs, like Elemental Attunement or Aura of Restoration. Is the energy or health returned by those enchantments based on the normal cost of the spell, or the adjusted cost? e.g., does Energizing Wind make Aura of Restoration give less health when casting an expensive spell? If I have Quickening Zephyr and Elemental Attunement both on me, will the net cost of a spell be 65% or 80% of its listed cost?

While I haven't tested it and thus can't give you a straight answer, I can give a little insight. Certain types of modifiers are evalutated in different orders. For example, enchantments are evalutated before nature rituals (based on elemental string + conjure + winter observations). This would seem to imply that if you tried an Aura of Restoration/ Energizing Wind combo, you'd still get the full benefit of Aura of Restoration, but that seems counter intuitive to Aura's description. If you're spending less energy, the enchant should logically give you less health back.

(In other words, an elaborate bump so those who know might answer.)

To my knowledge the enchantments are based on the actual cost of the spell, not the amount you pay; that is - use a glyph of lesser energy to cast a firestorm and you should gain health from the Aura of Restoration. This leads me to believe that the attunments also work that way - you would pay the higher cost from the QZ (130%), then you would recover the 50% from the list cost, so 130%-50%=80%.

I tested Aura of Restoration with my monk. I got +15 health back when casting 10 energy cost spell and Glyph of Lesser Energy and/or Elemental Attunement had no effect. I always got +15 hp back. I assume Nature Rituals work same way.
